Institutional Strengthening and Policy Dialogue Support (ISPDS)
Project Objectives
Overall objective
To contribute to strengthening governance in support of Myanmar's democratic transition process and reform agenda.
Project Purpose:
To strengthen public institutions and non-state actors and develop capacities for policymaking, planning and implementation to respond to citizens' needs and contribute to general socio-economic development.
Project Components

Component 1: Improved institutional capacity for effective policy making, planning and implementation
Principal Activities
Strategies and tools for PAR: policy making cycle, capacity building for civil servants, decentralisation, inclusion of NSAs
- Support institutional strengthening and policy development
- Assist the design and implementation of PAR programmes
- Assist the design and implementation of demand-driven PAR activities at union and regional level
- Support to central civil service training institutions
- Design and delivery of training on PAR-related issues and study visits
Key Outcomes
- Enhanced Public Administration Reform dialogue through studies and on-demand analytical work, and the organisation of events leading to strengthening of the effectiveness of the public administration
- Decentralisation process and strengthened local governance system
- Regular European and regional policy dialogues are developed
- Development cooperation among Myanmar's government and non-state actors, improved
- Institutional capacities, efficiency, accountability and responsiveness of public administrations/public sector organisations towards citizens improved

Component 2: Sector Reform Support
Principal Activities
Application of strategies and tools to line ministries (agriculture, education), master plans, organisational reform, link to budget functions
- Advise on policy implementation
- Draft monitoring and evaluation guidelines
- Contribute to the implementation of policy and planning
- Organise training, seminars, workshops and study visits
Key Outcomes
- Building on the foundations of Component 1 and with emphasis on sector reforms, prioritised in the Multi-annual Indicative Programme 2014-2020.
- Activities related to improvement of service delivery of some selected line ministries
- Supporting relevant departments and bodies in implementing national plans and policies
- Providing technical assistance at national and state/regional level in capacity development and human resources management
- Support for capacity development to enforce policies strengthened
- Staff performance (senior level managers and employees) in line ministries developed

Component 3: Enhancing the responsiveness of EU interventions and communications in Myanmar
Principal Activities
Strengthen EU visibility, PR, better alignment with GoUM priorities, visibility materials, media scanning, knowledge sharing, dialogue
- Communication strategy, media and communication materials to support wider dissemination of EU interventions.
- Produce videos/photos about EU cooperation programmes
- Produce professional photographs on EU-financed projects and a video on gender issues
- Workshop for journalists on EU development cooperation
- Preparation of press kit and dissemination materials.
Key Outcomes
- Sustainable EU-Myanmar dialogue mechanisms are in place at different levels.
- Media and communication materials are produced to support wider building of the foundations of Component 1 and with emphasis on sector reforms and dissemination of countrywide interventions and support by the EUD.
- Photo videos and galleries are established.
- Videos on specific issues, i.e. gender, the Peace Process (relevant to EUD- financed projects) produced.
- People of Myanmar, civil servants, civic society, international donor organisations are more aware of EU support and initiatives in different social, political and administrative development areas in Myanmar.

Component 4: Crosscutting activities in the area of Peace Building
Principal Activities
Implementation of EU 2014 Peace Support Actions, dialogue, coordination
- Comparative research on the impacts of peace-related projects supported by the EU in selected areas
- Peace building needs assessment, national political dialogue, ceasefire monitoring, support to the MPC and the national peace process
- Facilitate organisation of seminars, conferences and study visits related to peace-building initiatives and confidence-building processes
Key Outcomes
- Institutional capacity improvement for effective policymaking, planning, implementation and service delivery at Union and sub-national level, taking into account the specific context and needs of the peace process.
- Sound political dialogues at all levels, i.e. Union and sub-national levels, and the role and visibility of the EU as a key partner increased
- Improvement in the coordination process between all stakeholders in the peace process to improve policy making, planning, implementation and service delivery at all levels in Myanmar.
